I have to leave for the Capitol in 45 minutes, so this will be a very short email.
House Bill 1175 — the Second Amendment Preservation Act — will be debated in the Missouri House of Representatives today during the afternoon floor session!
I was in Jeff City all day yesterday, and I can tell you that there are a lot of entities trying to kill SAPA.
While these lobbyists have been unable to keep SAPA locked in committee (and they failed to keep SAPA from being called up for floor action) there is still a fight coming over amendments.
The wrong amendment added to SAPA could ruin the bill!
Please send your State Representative one last prewritten email before today’s floor action, telling him/her to VOTE YES on SAPA but to VOTE NO on all the harmful amendments that may come up!

As a reminder, HB-1175 is the Second Amendment Preservation Act (SAPA) that Missouri has been fighting for for such a long time.
SAPA does several things:
- Instructs Missouri cops to only enforce Missouri law when it comes to firearms, ammunition, and accessories. By doing that, SAPA ensures that our cops can never be ordered to enforce federal gun control laws or executive orders again!
- Denies the ATF the ability to ‘borrow’ Missouri cops for a joint federal task force with the purpose of enforcing federal gun control laws.
- Includes a penalty provision so that if STL, KC, or any other jurisdiction decide to ignore the law and enforce federal gun control laws anyway, that department could be sued for $50,000 per violation.
Yes, we had this before and the courts struck it down. But the courts struck the law over particular words in the law’s preamble…and that unnecessary language is gone.
But there are still lobbyists with the Sheriff’s Association and the City of St Louis who are trying to file amendments to SAPA that are designed to kill it!
